Budget

Every year, the Municipality of Kincardine adopts a budget for operating and capital requirements. All budget meetings are open to the public and are advertised through our website and in local newspapers.

The 2026 Budget was deemed adopted by Council on December 18, 2025. 

Operating

This budget covers the day-to-day operations of the Municipality and funds municipal services and programs like snow removal, fire protection services, by-law enforcement, economic development, road maintenance and repair, and parks and recreation programming.

The 2026 Operating Budget Summary has been approved by Council.

Motion # 03/11/26 - 05

That Council approve the request by the Kincardine Legion Branch 183 for the installation of a commemorative crosswalk titled “Lest We Forget” at the intersection of Lambton Street and Huron Terrace, on the west side crossing; and 

That Council approve a 2026 budget amendment of $9,800 for the crosswalk funded from the Contingency Reserve.

Motion # 03/11/26 - 12

That Council approve a Community Investment Grant to the Kincardine Community Concert Band in the amount of $1000, being funded with $250 coming from the Community Investment Grant fund and $750 coming from the contingency reserve.

That the operating budget is being amended to include an additional $3,350 for the Police Services Board (PSB).

Motion # 03/25/26 - 03

That Council approve an update to the Special Event Policy – Section 5.1 pertaining to Road Closures; and
That Council approve a budget amendment for the additional expenditure of $6,800 to purchase additional road closure signage and barricades, funded from the Contingency Reserve.

Motion # 05/27/26 - 07

That Council amend the 2026 Operating Budget to include $29,416 from the Building Reserve Fund(70%)/Contingency Reserve Fund (30%) to extend the Records Management Assistant position to December 2026.

Motion # 07/08/26 - 04

That Council approve participation in the 2026 International Plowing Match and Rural Expo (IPM), taking place September 22–26, 2026, in Walkerton; and further

That Council amend the 2026 Budget to authorize funding of up to $25,000 from the Tourism Reserve Fund 60 to support the design, production, and installation of a Municipality of Kincardine promotional exhibit and associated display materials.

 

Capital

This budget covers municipal projects related to new assets or rehabilitating existing ones, including roads, sewers, water infrastructure, parks, facilities, stormwater management infrastructure, equipment replacements, and more.

The 2026 Capital Budget Summary has been approved by Council.

Motion # 03/11/26 - 15

That the capital budget is being amended to include $30,000 for the purchase of a solar powered FlashBoard, to be funded from the Contingency Reserve.

Motion # 04/08/26 - 03

That Council endorse the funding model for the Tiverton Water Supply Project, which allocates project costs on a 50/50 basis between growth (Development Charges) and existing users (utility rates); and
Further that the Municipality proceed with external debt financing for the full project cost, with repayment supported equally by Development Charges and utility rates in accordance with the cost allocation.

Motion # 05/13/26 - 11

That Council amend the 2026 Capital Budget to bring forward project I093 – Bruce Ave/Penetangore Road Intersection Improvements, at a budget estimate of 70k$, funded from Life Cycle Reserve Fund.

Motion # 05/27/26 - 04

That Council approve the request from the Kincardine Library for the replacement of flooring on the second floor of the library; and

That Council amend the 2026 Operating Budget to include $30,000 from the Contingency Reserve to support the project.

Motion # 05/27/26 - 06

That Council amend the 2026 Capital Budget to add the Inverhuron Upper Park Volleyball Project in the amount of $8,500, funded by a sponsorship from Bruce Power.

Motion # 06/24/26 - 06

That Council award Contract No. RFT ES 2026-9500-2 – Kincardine Water Treatment Plant Capacity Upgrades Project to Baseline Constructors Inc. in the amount of $11,768,544 inclusive of nonrefundable HST, contingency and allowances;

Further that Council approve a budget amendment for Project 9500 – Bruce Power Water Supply/Kincardine Water Treatment Plant Upgrades in the amount of $2,762,495 to fund the cost overage for the Municipality's share of project costs exceeding the approved Capital Budget; and

Further that $2,079,539 of the overage be funded from the Water Reserve Fund 68, and $682,957 of the overage funded temporarily from the Buy-In Contribution.

Motion # 06/24/26 - 07

That Council award Contract No. ES-2026-9500-1 – In-Line Booster Pump Station and Watermain Extension to Birnam Excavating Ltd. in the amount of $4,646,619.12 including non-refundable HST; and

Further that Council approve a budget amendment to Project 9500 (Bruce Power Water Supply Project) to include the In-Line Booster Pump Station and Watermain Extension Project in the amount of $4,646,619.12, fully funded by Bruce Power in accordance with the Bruce Power Water Services Agreement.

Motion # 06/24/26 - 08

That Council amend the 2026 budget to include the purchase of a specialized loader bucket attachment in the amount of $48,000, funded from the Lifecycle Reserve Fund.
