All Wheels Park Project
Project Overview
The Municipality of Kincardine is developing a new All Wheels Park at Lions Park (601 Durham Street) to create a modern, inclusive space for skateboards, scooters, BMX bikes, and inline skates. The project will transform portions of the existing green space into a purpose-built recreational facility designed for users of all ages and skill levels.
Background
The All Wheels Park project was identified in the Municipality’s 2024 Parks and Recreation Strategic Plan, which highlighted the need to enhance and expand skateboarding and wheeled sport amenities in the community.
The existing skate park at the Davidson Centre offers limited features and no longer meets current user needs or modern design standards. The Kincardine Lions Club presented a delegation to Council requesting support to develop a new all-wheels park in the community. Council expressed its support for the initiative and directed staff to move forward in partnership with the Lions Club.
The project is being completed in partnership with the Kincardine and District Lions Club, which is providing financial and operational support. Following a competitive procurement process, the design-build contract was awarded to Drop In Skateparks, a firm specializing in community skatepark design and construction.
Why this project matters
The All Wheels Park will introduce a new, approximately 650 square metre concrete facility featuring a variety of “street-style” elements designed for skateboards, scooters, BMX bikes, and inline skates. Planned features may include bowl and quarter pipe elements, flat banks and hips, grind ledges, stairs and handrails, and open flow areas that support a range of riding styles. The park is being designed to accommodate users of all ages and skill levels—from beginners to advanced riders—creating a safe, modern, and inclusive space for recreation.
This investment responds to the limited size and functionality of Kincardine’s current skateboarding infrastructure and the growing demand for improved recreational amenities, particularly among youth and wheeled sport users. It also supports the Municipality’s commitment to accessible public spaces, long-term recreation planning, and providing safe, purpose-built environments for active play and transportation.

What We Heard
In March 2026, Drop In Skateparks ran a public survey to gather input to help shape some of the park's features and design details. The survey was shared with skateboarders, BMX riders, scooter users and others who regularly use parks like this. The main takeaways from the survey are as follows:
- Overall, there was significant support for the proposed All Wheels Park (AWP) layout. The Municipality worked with Drop In Skateparks to make this AWP as friendly as possible to riders of all skill levels. Respondents expressed:
- Excitement about having a modern and local facility
- The need for youth oriented recreational infrastructure
- A number of respondents raised questions about the location of the park and access routes.
- The location of the AWP in Lions Park was selected due to the location of critical underground infrastructure that we cannot build on, and the location of natural drainage areas of the park that we need to maintain.
- Access to the AWP will be addressed as part of future phases of work in Lions Park. The Lions Club have future plans for a “welcome plaza” and associated pathways that will connect the AWP to the other park amenities. As planning for the welcome plaza is still in the works, we will be temporarily connecting the AWP to the adjacent trail so that there is a hard packed access route that would not require visitor to cross the grass areas.
- Several respondents inquired about the possibility of including a pump track.
- At this point, a pump track is not in the scope of this project. Budget limitation and limitations associated with available space in the park have made it difficult to include this amenity at this time. It is possible that this feature could be considered in the future if there is significant community support for this initiative.

Looking Ahead
Construction will begin in early May 2026 (due to heavy rainfall in April). The site will be secured during construction, and appropriate safety signage will be in place. The All Wheels Park is expected to open in summer 2026, providing a new, high-quality recreational space for the community.
This phase of the project will focus funding on providing the best All Wheels Park amenities to provide excellent recreational opportunities for the community. Future phases of the project will involve ensuring accessible connections between other park amenities and the parking facilities.
