Municipality of Kincardine provides information on e-scooter rules

KINCARDINE, ON – The Municipality of Kincardine is sharing information regarding the current regulations related to e-scooter use within the municipality.

An e-scooter is a two-wheeled, stand-up scooter equipped with handlebars, a floorboard for the rider to stand on, a rechargeable battery, and is powered by an electric motor.

The Municipality of Kincardine has not opted to participate in the provincial e-scooter pilot project or passed any by-laws to regulate its use. As a result, under the regulation, e-scooters are not allowed on municipal roads. This prohibition is by default and in line with the Highway Traffic Act (HTA).

Additionally, the Municipality of Kincardine’s Traffic and Parking By-law prohibits motor vehicles from being driven on any sidewalk, boulevard (except on a driveway), or municipal park, trail, beach, sports field, or playing field. As a result, under the current municipal by-law and the HTA, e‑scooters are not permitted within these areas and municipal roads.

The Municipality recognizes there is growing interest in e-scooters and alternative forms of transportation. An information report will be presented to Council in June outlining the legislative framework and key considerations, including safety, accessibility, and infrastructure impacts. No decisions have been made at this time.

In the interim, the Municipality is working with the Ontario Provincial Police (OPP) to support public awareness and education efforts to help residents understand the current rules and use these devices safely and responsibly.
