Proposals must be submitted using the appropriate Municipality of Kincardine "Request for Tenders" Package Documents for all items.

A digital copy of the RFT document may be obtained by registering with the office of the undersigned as of Thursday, April 23, 2026.

Proposals are to be submitted electronically by e-mail to the tenders platform. Submissions must reference the RFT name and number in the subject line. Upon submission, a generated message will act as confirmation of receipt of tender.

Each bid must be accompanied by a bid security in the form of a digital bid bond in an electronically verifiable and enforceable (e-Bond) format from their surety company in the amount of 10% of the Bidder’s Total Bid Price. A scanned copy of a non-digital bond is not acceptable.

Description:

Kincardine Water Treatment Plant Capacity Upgrades Project

The work includes approximately:
  • Expansion of the Kincardine Water Treatment Plant (WTP) to provide a net treatment capacity of approximately 15,500 m3/day (179.4 L/s).
  • Replacement of the Low-Lift pumps with new Low-Lift pumps, complete with variable frequency drive (VFD).
  • Upgrades to the existing ActiFloTM high-rate clarification process.
  • Upgrades to the chemical systems, including: new alum metering pumps; new polymer metering pumps and polymer tank.
  • Upgrades to existing Filters 1 to 4, including new filter underdrains, new air scour and associated actuated valves for Filters 1 to 3 and upgrades to air scour for Filter 4, new filter media in all filters.
  • Addition of Filter 5, including new filter underdrains, new air scour and associated actuated valves, new filter media, new connections from the splitter box to the filter influent piping, new effluent/filter backwash/filter-to-waste connections.
  • Chlorine Gas System upgrades including modifications to existing chlorine manifold to accommodate three (3) 68 kg chlorine cylinders per bank, new automatic chlorinator, capacity upgrade to two manual chlorinators, three new chlorine injectors and new dry chemical chlorine gas scrubber.
  • New Sodium Bisulphite System consisting of sodium bisulphite storage tank and containment systems as well as three new dosing pumps to two dosing locations.
  • UV System: Two (2) new UV units, new UV process piping, new 300mm flow meter, new UVT analyzer upstream of UV units and related high lift discharge header modifications.
  • Replacement of the High-Lift  pumps with new High Lift Pumps, each with VFD.
  • New Exterior Standby Generator complete with new concrete pad and soundwall.
  • New Electrical Room (existing generator room area) including new masonry wall construction and access doors, new air conditioning units and new MCC and control systems.
  • Installation of new analyzers including turbidity analyzers, UVT analyzers, current streaming analyzers in locations as indicated on the drawings.
  • New VFD on existing Backwash Pump.
  • HVAC upgrades including new air conditioning units, heaters, hot water tanks, and service water piping, all as indicated on the drawings.
  • Replacement of pneumatic actuators on all existing process valves with electrical actuators.
  • New SCADA system and PLC control system.
  • Together with all other required electrical, process, mechanical, instrumentation and controls, structural and site works required to construct a complete water treatment and supply system operating as intended and as per the design contained in the Specifications and Contract Drawings.
