Highlights from the meeting include:

International Plowing Match Report

Council approved the participation in the 2026 International Plowing Match and Rural Expo (IPM), on September 22–26, 2026 in Walkerton; and amended the 2026 Budget to authorize funding of up to $25,000 from the Tourism Reserve Fund 60 to support the design, production, and installation of a Municipality of Kincardine promotional exhibit and associated display materials.

BASWR Municipal Services Corporation Business Case Report

Bruce Area Solid Waste Recycling (BASWR) member municipalities engaged KPMG to assess whether transitioning from the current 1999 Joint Undertaking model to a Municipal Services Corporation (MSC) would better support evolving governance, accountability, contractual, and operational requirements. Council approved, in principle, proceeding with a MSC as the preferred governance and operating model; supported the governance model consisting of one municipal representative from each member municipality and two independent, skills-based voting directors; supported reserved shareholder powers for the MSC to ensure that major matters remain subject to shareholder approval; supported the continuation of the existing BASWR Municipal Working Group and the CAOs as the Transition Committee through the implementation planning phase; and supported ongoing consultation with the BASWR Board and the Transition Committee having the opportunity to provide recommendations to Councils during the planning and implementation phases.

Restricted Acts Report

Council received information on the Restricted Acts Period that a Council may be in after Nomination Day August 21, 2026 and after Voting Day on October 26, 2026, where it can be determined that the new Council will include less than three-quarters (75%) of the members of the outgoing Council. This is known as the Restricted Acts Period (Lame Duck) period. For the Municipality of Kincardine with a 9-member Council, it is rounded to 7 members. The Delegation of Powers and Duties Policy By-law No. 2025-070 and Mayor Decision MDE 2025-01 have delegated to staff various powers specifically for the Restricted Acts Period to ensure continuity of operations.
