Highlights from the meeting include:

Declare Deputy Mayor Seat Vacant

The Office of Deputy Mayor occupied by Andrea Clarke was declared vacant in accordance with section 262 (1) of the Municipal Act, 2001, S.O. 2001, c. 25. Deputy Mayor Clarke resigned her seat on April 13, 2026. Andrea Clarke was first appointed as Councillor Ward 1 on June 16, 2021 and was elected as Deputy Mayor for the Municipality of Kincardine for the 2022-2026 term. She has been a dedicated and valuable member of Council and various Committees of Council.

Update Council Vacancy Policy Report

Council passed a By-law to update the Council Vacancy Policy Council.06, to make the necessary legislative updates to reflect changes related to vacancies in the office of the Mayor, as the process differs under the new Strong Mayor legislative framework.

Options to Fill the Seat of Deputy Mayor Report

Council appointed Councillor Mike Hinchberger as the new Deputy Mayor in accordance with the Municipal Act. Following that appointment, Council declared the office of Councillor At-Large, previously held by Mike Hinchberger, vacant. As the vacancy falls after March 31 in the year of a regular municipal election, a by-election is not permitted per the Municipal Elections Act. Council must appoint a replacement by June 21, 2026. The appointed individual will serve the remainder of the term, ending November 14, 2026. In accordance with Council’s Vacancy Policy, as amended, the Municipal Act, 2001, and the Municipal Elections Act, Council has directed staff to invite applications from a defined group of eligible individuals. Applications will be accepted only from the following groups:

• Unsuccessful candidates from the 2022 Regular Municipal Election
• Members of Council from the previous two terms of Council (2014-2018 and 2018-2022)
• Unsuccessful candidates from the 2024 Council vacancy process to fill the seat of Councillor Kennedy.

The next Municipality of Kincardine Council Meeting is scheduled for 5 p.m. on Wednesday, May 13, 2026. This meeting will be held in Council Chambers at the Municipal Administration Centre, 1475 Concession 5, RR #5 Kincardine.
