Parks By-law

The Municipality of Kincardine is in the process of implementing a new Parks By-law aimed at enhancing the management and regulation of our public parks and recreational areas including the beachfront. This draft by-law is designed to ensure the safety, well-being, and enjoyment of all park users while preserving the integrity and natural beauty of our parks.

The first draft of the By-law to Manage and Regulate Parks within the Municipality of Kincardine was presented to Council at their May 28th, 2025 meeting.

Your input matters!

Once you've had a chance to review the draft by-law, we'd like to hear what you think. You're invited to share your invaluable feedback to help us craft a By-law that reflects the needs and preferences of our community.

We encourage everyone to participate in this consultation process by completing the survey by July 21st, 2025 at 11:45 p.m. You'll be helping ensure our parks continue to serve the community effectively. Together, we can create a vibrant and welcoming environment for all residents and visitors to enjoy.

There are also paper copies of this survey available which may be picked up Monday through Friday, 8:30 a.m. to 4:30 p.m. at the Municipal Administration Centre, 1475 Concession 5, Kincardine.

Key highlights of the draft By-law:

Scope and application

  • This By-law applies to all parks, recreational areas, and beachfront under the Municipality's control and management.

General conduct

  • Prohibition of activities that could cause a nuisance or pose a threat to safety, such as setting off fireworks without a permit, or engaging in riotous behaviour.
  • Regulations around the use of bicycles, skateboards, and similar devices to ensure safe and considerate use of park facilities.

Environmental protection

  • Guidelines for waste disposal to maintain park cleanliness.
  • Restrictions on encroachment to preserve natural spaces and prevent unauthorized use or alteration of park lands.

Permits and permissions

  • Requirement for permits for organized sports, special events, and commercial activities to ensure fair use and to prevent disruptions to other park users.

Hours of operation

  • Defined opening and closing times for parks to manage access and ensure maintenance operations can be conducted.
