Billing, Payments, and Certificates

Whether it's taxes or a water bill, you can have your information delivered to your home or electronically. We also offer a number of ways to make your payments by their due date to avoid any penalties.

Please, if your mailing address has changed, complete the online form to update it.

If you choose to have your invoices and tax bills mailed to your home, please make sure that your mailing address is up to date

You can also choose to go paperless by signing-up for e-billing. If you choose this route, please remember:

  • to add us to your safe-senders list in your e-mail so the invoices don't end up in junk mail.
  • that you are responsible to re-submit the e-billing sign-up form if you've changed your e-mail address.

There's many options for making payments on your accounts.

In-person or drop box

Come and see the friendly staff at the Municipal Administration Centre at 1475 Concession 5, Kincardine. We're here Monday through Friday, 8:30 a.m. to 4:30 p.m. and accept:

  • Cash
  • Cheque (made out to the Municipality of Kincardine)
  • Debit

If you can't make it during business hours, you can also drop cheques only off in our drop box at the Municipal Administration Centre or the Underwood Satellite Office at 1240 Concession 6, Underwood.

Pre-authorized payment plans

There are two options to select from for pre-authorized payment plans:

  • Due Date Plan – your payment is withdrawn on the due date
  • Monthly Plan – your payment is withdrawn on the first business day of each month

You must have a $0 balance to sign up. Supplementary Tax Billings will be your responsibility, as they are not covered under these programs.

Please fill out the Online Pre-authorized Payment Plan Change Form to make changes to your payment plan amount, update your bank account information, or to cancel your plan.

By mail

Drop your payment stub along with a cheque into the mail to:

Please allow enough time for delivery. Payments can be subject to late payment fees if they are not received by the due date.

Through your bank

Payments are accepted most financial institutions including online banking, telephone banking, and payments made in-person at your branch.

Please set up the Municipality of Kincardine as a payee using your 7-digit customer number for utility/accounts receivable accounts. You can find your customer number in the top right-hand corner of your bill. You may also use your 19-digit roll number for tax payments.

Credit card payments

We accept credit card payments through third-party service providers Plastiq and Paymentus:

  • Plastiq – Visit the Plastiq website to pay with debit, Mastercard or Visa. Please note you will have to create an account and that payments may take 3-5 business days to process. A Plastiq convenience fee will be applied (2.85% for credit cards, 1% for debit cards).
  • Paymentus – Pay by Visa or Mastercard by telephone or online. Call 1-855-736-0636 or visit the Paymentus website to pay online. A convenience fee of $6.95 is applied to utility payments up to $400, and for tax payments the fee is 2.95% of the bill amount up to $5,000.

Penalties are applicable on the first day of default, and ever 30 days thereafter.

After 90 days, arrears are transferred to the tax roll and collected in the same manner as tax arrears. The penalty rate is 1.25% per month, or 15% per year.

Arrears statements are sent out monthly at a rate of $6.00 per statement. For all transfers to the tax roll, you will be charged a $20.00 fee.

Statements of account or a reprint of your bill are available upon request. Statements are $18.00 per year, and copies of bills from prior years are $18.00 per bill. Current year bills are provided at no charge.

If you would like to grant permission to someone other than a property owner of your property, please fill out the Authorization to Release Information Form and return to the Municipal Administration Office.

Fill out the Receipt Request Form to receive a reprint of a bill, a receipt of payment or a statement of account. Fees may apply.

Fill out the Refund Request Form to receive a refund of an overpayment or to transfer an amount between your accounts.

The Municipality is now accepting payment with select credit cards through the OptionPay System. Payments will be accepted for donations to the Kincardine All Wheels Skate Park and the Tiverton Splashpad projects.

All payments are subject to a transaction fee which are detailed in the fee chart.

Donation receipts will be mailed/e-mailed for amounts $20 and greater. 

Utility Billing

We provide water and sewer services to customers in:

  • Kincardine including the pipeline to Inverhuron
  • Tiverton
  • Armow
  • Scott Point
  • Underwood
  • Huronville
  • Bruce Energy Center (BEC) Business Park

Make sure you're signed-up for e-billing and choose your method of payment from the options above.

South Routes

The south side of Kincardine, including Huron-Kinloss water users.

Mailing date within the first week of:

February, June, and October

Due date in the last week of:

February, June, and October


North Routes

Tiverton, Inverhuron, Scotts Point, Armow, and north side of Kincardine.

Mailing date within the first week of:

April, August, and December

Due date in the last week of:

April, August, and the first business day of January


Commercial Users

Billed on a bi-monthly schedule.

Mailing date within the first week of:

February, April, June, August, October, and December

Due date in the last week of:

February, April, June, August, October, and the first business day of January

Moving In

Please fill out the Online Account Set Up Form to set up your account.

We will require the following information:

  • Property address
  • Legal closing date
  • Name(s) that will appear on the bill
  • Telephone number where we can contact you
  • Mailing address

There will be a one-time account registration fee of $25.00 that will be invoiced to you.

Moving Out

You need to contact us before you move to request a final meter reading on the closing date. This ensures that the account is transferred to the new owners and they are billed for the water they use. Your final bill will be mailed to your forwarding address and includes consumption from your last regular reading date to the final reading date.

Please fill out the Online Request for Final Reading Form to schedule a final reading.

We will require the following information:

  • Property address
  • Legal closing date
  • A forwarding address to send your final bill

A property owner can grant permission for the Municipality to send the utility bill to their tenant with written authorization. Forms shall be returned to the Treasury Department. Forms required include:

  1. Online Request for Final Reading Form – signed by the property owner (Online Account Set Up Form)
  2. Tenant Authorization to Release Utility Information to Landlord Form – signed by the tenant (Online Account Set Up Form)

The account remains the responsibility of the property owner and failure to pay this account shall result in the transfer of any outstanding balance to the property owner's tax account, subject to transfer fees.

It is recommended that the tenant sign up for pre-authorized payments by filling out the Pre-Authorized Payment Form or use this printable version of the Pre-authorized Payment Plan Form to print, fill it out, and deliver in-person or mail it to the Municipal Administration Office:

Utility billing exemptions are can be applied for and may be granted in the following situations:

  • Demolition of a dwelling
  • Situation making the dwelling unusable as determined by the water purveyor, such as a structure fire

Utility billing exemptions are not granted for:

  • Seasonal cottages or homes
  • Vacant buildings with ready access to the municipal water and or sewer supply

Utility billing exemptions are granted on a case-by-case basis. The water purveyor has the right to refuse any application.

Please note that before a utility billing exemption can be applied, the water department will need to turn off the water and get a final water meter reading. Please call 519-396-4660 or e-mail us to request this.

Our 2024 Water and Wastewater Fees were set as part of the Consolidated Rates and fees By-Law.

2024 Average Annual Water and Sewer Rates with 200 m3 usage for all systems:

  • Water flat rate: $40.77 x 12 = $489.24
  • Water consumption: 200 m3 x $1.18/m3 = $236.00
  • Sewer flat rate: $531.06

Total: $1,256.30

Tax, Utility and Zoning Certificates

Using OptionPay you can request tax certificates, utility certificates, and zoning certificates.

Tax Certificate

A tax certificate is a legal document that displays the annual taxes. The fee is $75.00 per roll number. Tax certificates are available by written request, or through OptionPay. Visa and Mastercard payments are accepted through this process and a fee will apply.

Water Certificate

If you require a water certificate, there is a $45.00 fee per certificate. Water certificates can be ordered through OptionPay. Visa and Mastercard payments are accepted through this process and a fee will apply.

Rates and Fees
