FOR IMMEDIATE RELEASE: November 14, 2025
Information Release
KINCARDINE, ON – The Municipality of Kincardine is pleased to announce that Kimberly Wingrove has been hired as the interim Chief Administrative Officer (CAO) for the Municipality of Kincardine, effective November 26, 2025. This comes after Council has accepted the resignation of Jillene Bellchamber-Glazier, who will be leaving the Municipality of Kincardine to take a new opportunity.
Kimberly Wingrove was most recently the Chief Administrative Officer of Grey County and brings 20 years of experience working in the public sector. She is a strategic and results-driven municipal leader who brings a wealth of knowledge in administration, economic development and policy implementation. “I look forward to working with Mayor Craig, Council, and staff, to provide guidance and support to the Municipality of Kincardine during this period of transition,” says Wingrove.
The Chief Administrative Officer will provide effective advice and support to Council through the development and implementation of policy, strategy and objectives that address the needs of the Municipality of Kincardine. The CAO will provide leadership to the management and staff of the Municipality, directing the human, financial and physical resources, ensuring that Council's directives are carried out.
“On behalf of Council, I want to welcome Kimberly to the Municipality of Kincardine. We are pleased that she is willing to share her experience with both Council and staff. We, like every other community, are working toward improving our municipal services and providing opportunities for continuous, sustainable growth and development. We look forward to Kimberly’s contributions and are confident that she will provide professional administrative leadership during this period of transition,” said Mayor Kenneth Craig. “I would also like to extend my thanks and best wishes to Jillene Bellchamber-Glazier who has provided solid leadership, shared her wealth of municipal knowledge and has been instrumental in the success of the Municipality during her tenure.”
The Municipality of Kincardine will be engaging a recruiter to start the search for a new permanent Chief Administrative Officer immediately.
