Council Highlights - October 22, 2025

Highlights from the meeting include:

McIntyre Upper Park Agreement Report

Council deferred a decision until the November 26th, 2025 Council Meeting, to discuss entering into a 10-year Agreement with Inverhuron Non-Profit Park Development Corporation (INDC) for the purpose of a leasing for Inverhuron McIntyre Upper Park. The Agreement for the day-to-day operations and management of McIntyre Upper Park, including all required inspections, general park maintenance and project management for any improvements, capital or otherwise.

Station Beach Boardwalk Project Budget Report

As part of the 2025 Capital Budget, Council approved staff to proceed with Phase 1 of the Station Beach Boardwalk reconstruction. A public competitive Request for Tender (RFT) process was initiated and received no bids. As a result, staff conducted an invitational bid process with contractors and received only one compliant bid. Council awarded the project to Allen-Hastings Ltd. in the amount of $920,744 and increased the budget for the project by $237,000, to be funded from the Lifecycle Reserve Fund 82 for a total project budget of $987,000.

Amendment to Building Rates and Fees - Public Notice Report

Council provided Notice that a Public Meeting will be held on November 26, 2025 under Section 7(6) of the Building Code Act to review the Rates and Fees Administered for the Enforcement of the Building Code. As a requirement under 7(6) of the Building Code Act, if a principal authority (Municipality) proposes to change any fee imposed under clause 7(1)(c) of the Building Code Act, it must first give notice at least 21 days notice of the proposed change to prescribed persons and hold a Public Meeting on the proposed changes.

The next Municipality of Kincardine Council Meeting is scheduled for 5 p.m. on Wednesday, November 12, 2025. This meeting will be held in Council Chambers at the Municipal Administration Centre, 1475 Concession 5, RR #5 Kincardine.
