Council Highlights - March 11, 2026

Highlights from the meeting include:

Request for Remembrance Day Crosswalk Report

Council approved the request by the Kincardine Legion Branch 183 for the installation of a commemorative crosswalk titled “Lest We Forget” at the intersection of Lambton Street and Huron Terrace and approved a 2026 budget amendment of $9,800. The proposed installation honours the service and sacrifice of veterans from Kincardine and from across Canada.

Contract for Managed IT Services Report

Council awarded a contract to manage IT services to Pathway Communications in the amount of $354,137 over a 3-year term. In June 2025, the Municipality received a Notice of Termination from the County of Bruce, effective December 12, 2025. Since that time, staff have been working through the RFP process to secure a third-party Managed IT Services provider.

Affordable Housing Resolution

Council identified that housing affordability continues to be a significant concern and improving housing diversity and affordability is critical for strengthening the local economy, attracting new talent, enhancing community attachment and well being, retaining youth and young families and supports long-term community sustainability. Therefore Council requested that Mayor Craig establish a Housing Ad-Hoc Committee, with a terms of reference that could include actions such as:

  • Reviewing and confirming existing gaps in the local housing continuum.
  • Developing a policy with prioritization criteria to assist in evaluating affordable housing proposals for municipality-owned surplus land.
  • Identifying a clear step by step pathway, that can be replicated as needed, to move from a surplus declaration to a housing build on Municipally owned land.
  • Reviewing and updating the Affordable Housing Reserve Fund policy.
  • Utilizing existing reports and plans (such as the Flourish report, the BuildingIn analysis, the Bruce County Affordable Housing toolkit, the Ontario Housing Affordability Task Force report etc.) and consulting with private, public and non-profit sectors to refresh and update a Municipal Housing Action Plan with priority recommendations for Council consideration.
  • Other actions as directed by Mayor and Council.
