Council Highlights - January 28, 2026

The Municipality of Kincardine Council Meeting was held in Council Chambers at 1475 Concession 5, RR #5 Kincardine at 5:00 p.m.

Highlights from the meeting include:

Zoning Amendment – Bruce K Holdings – 469 Gary Street

Council approved a Zoning By-law Amendment by Bruce K Holdings at 469 Gary Street (subject to appeal date). The application proposes one mixed-use apartment building with main floor office/commercial & 70 units above and another apartment building intended for seniors with 75 units and amenity space.

Amended and Restated Municipal Access Agreement with Bruce Power

Council approved the Municipal Access Agreement with Bruce Power L.P, which is required for ongoing municipal consent to access municipal lands and rights-of-way to install, operate, and maintain monitoring equipment mandated by federal regulatory requirements. The new Agreement reflects updated monitoring infrastructure, expanded fenced areas, clarified access rights, updated permitting & fee provisions, modernized risk, insurance, and indemnification terms, while protecting the Municipality’s interests.

Community Improvement Plan (CIP) 2025 Review and 2026 Recommendations Report

Council approved the proposed 2026 CIP program framework to support strategic reinvestment, business growth, and downtown & priority area improvements; directed staff to work with Bruce County Economic Development for the 2026 program; directed staff to utilize $20,000 from the 2026 CIP budget to continue this program in collaboration with Bruce County’s “Spruce the Bruce” Program; and directed staff to implement the following Community Improvement Plan programs:
• Predevelopment Study and Design Program;
• Surplus Land Program;
• Building Improvement / Structural Program; and
• Start-up Leasehold Improvement Program.

The next Municipality of Kincardine Council Meeting is scheduled for 5 p.m. on Wednesday, February 11, 2026. This meeting will be held in Council Chambers at the Municipal Administration Centre, 1475 Concession 5, RR #5 Kincardine.
