Property taxes are levied by the Municipality. Taxes provide the main source of revenue to deliver services supplied by the Municipality, the County of Bruce, and School Boards.

Each property is assigned a tax class depending on the use or purpose of the property. Annual tax rates are set according to annual budgets for the Municipality, County and Province (Education). These tax rates are then applied to each tax class. The levy is calculated by using the applicable tax rate and assessed value assigned to each property.

The interim tax bill is an estimate to raise approximately fifty percent (50%) of your previous years' property taxes. When the current year's budget has been approved and the Province provides us with an education tax rate, the final tax bills can be issued. The amount of the interim is deducted from your final tax bill.

Due dates

The Municipality generates two tax bills and there are four installment due dates:

  • Interim Tax Bill is mailed by the first week of February
  • Final Tax Bill is mailed by the first week of August

  • March 1
  • June 3
  • September 3
  • December 2

Failure to receive a tax bill does not relieve the taxpayer from payment of taxes nor from liability of penalty for late payment. Contact the treasury department prior to the due date to receive a copy of your bill at no charge. Otherwise, an $18.00 reprint fee will apply after the due date.

Penalty and Interest

Penalty is applicable on the first day of default and on the first day of each calendar month thereafter in which default continues, as set out in the Municipal Act. The penalty rate is 1.25% per month, or 15% per annum. There is no authority to waive penalty and interest charges. Failure to receive your tax bill does not excuse you from paying the amount due by the installment date.

Arrears statements are sent out monthly at a rate of $5.00/statement.

Tax Certificates

A tax certificate is a legal document that displays the annual taxes. Tax certificates are available by written request. The fee is $47.50 per roll number. If required in less than 48 hours, the fee is $72.00.

Tax statement of accounts are available upon request. There is an $18.00 fee for a tax statement or re-print of your tax bill.

Property Ownership Changes

A $25.00 fee will apply for a change of ownership. In order to change the property owners, we must receive legal documentation showing you as the owner of the property. In most cases, this comes from the Municipal Property Assessment Corporation (MPAC) or your lawyer.

Mailing Address Changes

If your mailing address has changed, please contact the treasury department, or complete the online form.

Authorization to Release Account Information

If you would like to grant permission to someone other than a property owner of your property, please fill out the Authorization to Release Information Form and return to the Municipal Administration Office.

Supplementary and Omitted Tax Bills

A supplementary or omitted tax bill is a bill issued by the Municipality of Kincardine and reflects any additions or improvements made to a property. Owners of new construction, residential or commercial, will receive a land only tax bill until such time as the value of the construction/addition is determined by MPAC. Following assessment, the supplementary tax bill will be issued and is effective from the date of occupancy.

It can take time for a property to be assessed. Supplementary billings can occur anytime during the year and taxes for the entire waiting period could be billed all within the same year and come due at the same time. For this reason, you are encouraged to start setting aside funds immediately following your construction for the future supplementary tax bills.
