New Official Plan for the Municipality of Kincardine


In accordance with Section 17(23) of the Planning Act, R.S.O., 1990, as amended, thisletter shall comprise the “Notice of Adoption” in respect of the proposed new Official Plan. At its meeting held on January 11th, 2021, Municipal Council passed By-law No. 2021-006 adopting the proposed new Official Plan.

On January 11th, 2021, Council for the Municipality also adopted a resolution indicating that notwithstanding Section 22(2.2) of the Planning Act, applications for an amendment to the Official Plan are permitted within 2 years of the Official Plan coming into effect. The subject property is the Municipality of Kincardine, and therefore a key map is not provided with this notice.

Public consultation for the proposed new Official Plan started through a public notice advertised on June 27th, 2018 for the required introductory Council meeting on August 8th, 2018. Further public consultation occurred through September 2018 stakeholder meetings, December 11th, 2018 Council meeting, January 22nd, 2019 Open House, October 16th, 2019 Council Meeting, November 20th, 2019 Open House, December 14th, 2020 Council Meeting, and January 11th, 2021 Council Meeting. Any written and oral comments received through the various consultation opportunities were considered as part of the decision-making process.

Purpose and Effect

The purpose and effect of the proposed new Official Plan is to guide the future of the Municipality to the year 2045. Key changes to the Official Plan include:

a)  Updates to population and employment projections to 2045;

b)  Bring the Official Plan into conformity with the Provincial Policy Statement (2020) and the County of Bruce Official Plan (2010);

c)  Bring the Official Plan into conformity with the relevant policies and map schedules of the applicable Source Protection Plan in accordance with Section 40 of the Clean Water Act;

d)  Updates to natural heritage mapping and policies in accordance with the Provincial Policy Statement (2020);

e) Introduction of policies related to Mixed Use areas, as well as corresponding schedule revisions to identify such areas within the Municipality;

f)  Revisions to Implementation sections of Official Plan; and

g) Addition of a glossary of relevant definitions to the Official Plan.

Approval Process

The proposed new Official Plan has been forwarded to the County of Bruce for finalapproval. If you wish to be notified of the County’s decision in respect of the proposed new Official Plan, you must make a written request to the County at or the following address:
